The RTI Act empowers every Indian citizen to access information held by public authorities. 'Information' is broadly defined — it includes records, documents, memos, emails, opinions, advices, press releases, orders, logbooks, contracts, reports, papers, samples, and models. The Act covers not just the central and state governments but also local bodies (Kolkata Municipal Corporation, panchayats), public sector undertakings, and any body substantially financed by the government — including many private schools, colleges, and hospitals that receive government grants.
The Act has some significant exclusions. Section 8 lists exemptions where information can be denied: matters affecting national security, information forbidden by courts, information that would breach parliamentary privilege, trade secrets and commercial confidentiality, personal information that has no relation to public activity, and information that would endanger life or physical safety. However, even exempted information can be disclosed if the public interest in disclosure outweighs the harm to protected interests. The Act also does not apply to intelligence and security organizations listed in Schedule 2 (with an exception for allegations of corruption and human rights violations).

Step 1: Identify the correct public authority and Public Information Officer (PIO). Every government department has designated PIOs. The name and contact details of the PIO should be available on the department's website. If not, you can address the application to 'The Public Information Officer, [Department Name], [Address].' Step 2: Draft the RTI application. Write it on plain paper. Clearly state that it is an RTI application under the Right to Information Act, 2005. Number your questions. Be specific and concise.
Step 3: Pay the ₹10 fee. Attach the proof of payment (IPO receipt, cash receipt, or online payment confirmation). If you are below the poverty line (BPL card holder), the fee is waived — attach a copy of your BPL card. Step 4: Submit the application. You can submit it in person at the PIO's office (get an acknowledgment), by registered post with acknowledgment due, or online through the RTI portal. Keep a copy of the application and the acknowledgment for your records. Step 5: Track the timeline. Mark 30 days from the date the PIO receives the application. If no response by day 30, file a First Appeal immediately.
Step 6: If you receive a response but it is unsatisfactory — the information is incomplete, incorrect, or evasive — also file a First Appeal. The First Appeal is addressed to the First Appellate Authority of the same department, typically a senior officer. The appeal should explain why the PIO's response was inadequate. Step 7: If the First Appeal also fails, file a Second Appeal with the West Bengal Information Commission (for state departments) or the Central Information Commission (for central departments). The Commission has the power to order disclosure and impose penalties of ₹250 per day of delay (up to ₹25,000) on the PIO.

Who can file an RTI application in India?+
Under Section 3 of the RTI Act, any citizen of India can file an RTI application. There are no restrictions based on age, education, or purpose. You do not need to state why you want the information. Non-citizens cannot file RTIs, but any Indian citizen — including minors (through a guardian) — can. Government departments, public authorities, and bodies substantially funded by the government (including some private schools, colleges, and NGOs) are covered under the Act. Purely private entities are NOT covered, though you can seek information about private bodies if it is held by a public authority.
How do I write an effective RTI application?+
An effective RTI application should be: (1) Clearly addressed to the Public Information Officer (PIO) of the concerned department. (2) Questions should be specific, numbered, and limited to the information you need. (3) Avoid vague questions — instead of 'give me all information about X,' ask 'please provide copies of documents A, B, C' or 'please inform the status of application number Y.' (4) Do not ask questions that require the PIO to create new information or give opinions — RTI is for accessing existing information. (5) Include your full name and address. If the First Appeal is also rejected or not decided, you can file a Second Appeal with the Central Information Commission (CIC) or the West Bengal Information Commission (WBIC) within 90 days. Can I file an RTI online in Kolkata?+
For central government departments and ministries located in Kolkata, you can file RTI applications online through the RTI Online portal (rtionline.gov.in).
